The writer of this report was contracted to act as an external consultant to the Board of Governors of Northwest Community College (NWCC) in conducting a review of the management structure in place at the College. This review was to focus specific attention on structural issues in the Eastern Region, in order to advise the Board on what action should be taken relative to the vacant position of Regional Director. In addition, pother issues arising from the implementation of a decentralized system of service delivery in all Regions were to be identified together with possible solutions.
